The snow drifts, the ground is uneven, snow melts as it falls, new snow presses down on the old snow; a simple measuring stick might not be able to accurately record snow fall. Further complicating measurement snow is not uniform; some flakes are large with six-points. Plate and column shaped flakes can pack together more tightly changing measurement.
